I would like to integrate a process into an existing application that will give me the ability to retrieve documents from webCOBRA for any particular QB.

Is this functionality included in any of the APIs that are open for use?

You must login to WebCOBRA OnDemand to retrieve documents. There is no functionality to allow you to pull documents for a QB from the system through automated means.
