Is there any documentation on this process actually works? Specifically where or how do you send the .xml file for an automated process?

For an automated process, you'll want to post the XML string using SOAP to

The method name, the only one with that web service, is ImportXMLToWebCobraResult

When using the automated method, you will need to include the node SecurityLogin AdministratorLoginCode="" AdministratorUserName="" AdministratorPassword=""
